first: stop acting cold. in my (rather meager) experience, acting hard to get or like you don’t care doesn’t work at all. seriously though, the only way to  talk to someone you like it to go up to them and talk to them. i assume that since you like them, there must be something that you have in common, so talk to them about that.

also, if the girlfriend seems sweet, talk to her as well! you can get actual information about whether or not he’s dating her or not and maybe if they’re friends then you could have a way to talk to him! :)
